How to Scope Web Development Services Before You Hire

“Build a customer portal” can mean a read-only invoice list or a system that changes subscriptions and accepts payments. Those two projects have radically different risks. A better brief describes what the user can do and how you know the operation succeeded.
Specify the journey and its boundaries
Choose one representative user, their permissions, the source of truth, and the final outcome. For an invoice list, identify who can view which customer’s records, how late payments appear, and what happens when the accounting service is unavailable. Include existing data and accessibility requirements.
Ask how failures and retries are handled
A double click, interrupted upload, or upstream timeout should not create duplicate records or charges. Ask the delivery team to demonstrate a failed request and a safe retry with test data. Clarify logging, monitoring, and who can investigate an incident without exposing customer information.
Agree on release and handoff
Document acceptance tests, ownership of code and accounts, deployment access, backup and rollback procedures, and support after launch. Ask to see a working preview connected to representative data. A small end-to-end milestone reveals integration risks earlier than a gallery of disconnected screens.
